Long answer: When EA shut down some servers for SimCity 2013, a few people tried to reverse-engineer the netcode. Projects like “SimCity Offline” (the mod) just trick the local client, not a full server. There was an abandoned GitHub project called “OpenSC” that aimed to emulate EA’s server API, but it never reached a playable state.
